Scotland has a Children and Young People’s Commissioner. The position existed prior to 2014 but could only reach out to protect groups of children. After 2014, the Commissioner could address the needs of individual children, some of whom may be seeking asylum or who are refugees.

The office of the Children’s Commissioner, Nicola Killean, has recently published a report that is highly critical of jurisdictions that place children in hotel accommodation. Killean says,

“Our starting point is always that no child should have to live in a hotel, or hotel-type accommodation – they are totally unsuitable and violate a wide range of children’s rights.”
